Great Babylon
Emperor Belial
Belial is the Emperor of Great Babylon, Shahanshah, and King of All Kings. He proclaims divine authority and demands worship as the worldly incarnation of Marduk. Despite the grandiosity of all his titles, he actually competes with his nominal subordinates for the attention of monsters in the empire, as well as their loyalty.
Lady Ishtar
Lady Ishtar, the "Whore of Babylon", is a fallen angel and Emperor Belial's most trusted advisor. Despite subservience to the emperor, it is believed that she may be carrying out her own agenda. She is the mastermind behind most plots that discover the existence of untouched sanctuaries outside the empire's reach.
Tiamat
Tiamat is the "Beast of the Sea", a great beastly hydra with many heads, and is the third most powerful individual in the Empire of Great Babylon. Originally a human woman, she amassed power which enabled her to seize the religious veneration of monsters everywhere as their "mother". Her human daughter, Ellene Cephaly, was the only daughter transformed into a monster girl. She is nominally subordinate to Belial and Ishtar, but often acts against their wishes in practice.
Baphomet
Baphomet is the "Beast of the Earth", and steward of the empire's "economy"--if the empire can be said to have an economy anyways. He is Master of the Mint, printing currency in the image of his "boss", Tiamat. He has a difficult working relationship with his overbearing boss, and is perhaps more sympathetic than most monsters, especially since he still loves his daughter, Minotaur Girl.

While frequently mentioned, discussed, cited, or even invoked, God is never seen in the world of Monsters VS Monster Girls. Yet, God is perhaps the single most important figure of this world. The world of Monsters VS Monster Girls treats God as though he is real.
Throughout human history, God has been venerated and worshiped in various ways. In most monotheistic religions such as Judaism, Christianity, Islam, Zoroastrianism, and some forms of Hinduism, God is widely seen an all-powerful, all-seeing, all-benevolent figure who created the world and interacts with his followers and the world through miracles and dispensations. Some events that God is seen as responsible for were foreshadowed in the various religious canons, such as the Book of Revelation.
Later in human history, after the Enlightenment, people traditionally belonging to monotheistic religions had begun to question the existence of God. Indeed, some thinkers even began to believe that "God is dead". The meaning of this particular statement is ambiguous, but is argued to be more true in the time of Monsters VS Monster Girls than at any time in the past. Indeed, while many false prophets and false healers have continued claiming followers and lives invoking the name and power of God, the actual rate of miracles and dispensations have decreased, enabling some to draw the conclusion that "God is dead".
